Namaskaram to sri Velukkudi Swamy,

In Vedanta sastra it is said that when a Jivatma leaves one body and takes up another he takes all the 11 Indriyams chaksus,Ghranam, Rasanam, Tvak, Shrotram,Vaak,Paani,Paada,Paayu,Upastha and Manas.
Then why some children are born deaf ,some without eye sight?
Why this controversy? Can’t able to understand.

My understanding is, if someone misuses the gift of vision or harms the vision of another living being, the karma will be carried forward to next life and it will block the proper development of vision in the new body. So on for other indriyas.
