Doubt on En Pani 719

In En Pani 719 “Nama Shloka and Manthra” , swamy has said one can’t recite namas without having a bath or wearing slippers.

My doubts are
1) Is not namas for anytime anyplace ? That is by saying a nama are not we calling bhagavan !? If then why can’t we call him by his names when we are weaing slippers or etc?
2) Can’t I say any nama while bathing?
3) If this is so then how are we allowed to say “hari…hari….hari…” seven times upon waking up. We have not yet bathed right?
4)And is there any exception to Gayathri mantra? I heard someone say it can be recited anytime anyplace. Want to verify it.
5) Also please list out the rules to be follwed before saying namas, the complete list of exceptions and any specific exception for particular manthra.

Dear bhagavatas,

Adiyen was glad to hear the answer from swamy. Reg “hari…hari…hari…” upon waking up adiyen heard one great Sri Vaishnava (shud be Mukkur swamy or our swamy ) say that we should say “hari” in such a way the nearby people are frightened ( அருகில் இருப்பவர்கள் அலறும் வண்ணம் கத்தி கூற வேண்டும் ). Then it is not possible to do mananam. Only way of reconciling this is Swāmy’s answer – ” do so beacuse it has been told to do so ” .

Not possible immediately after waking up we would not wash our mouth. if we do some activity then it does not become “immediate”

Srimate Ramanujaye namaha,

Swami, one possible solution to reconcile both is first when we do smaranam of Lord after waking up, it is literally like bathing.
Then if we have been specifically asked to recite loudly then we can do so.
Hopefully we should not apply such logic in situations when there is practical feasibility to purify our body ,but for the situation discussed here may be applicable.
