Namaskaram Swami! enpani 894 explains the significance of the Hari Namam. Swami ends saying that while waking up, we should wake up by saying Hari. The same applies to the start of reciting the Vedas as well in my humble opinion.

I presume the query is on vedam reciting starts and ends with the nama “Hari”. In case, If it is meant as given in the post that Vedam starts and ends with the nama “Hari”, I request to share the reference preferably any link. I will be interested to read them.
