Hanuman was cursed by sages to not remember his prowess because of his mischief towards them. By the time Hanuman realized his prowess, Vali was no more.

How about this explanation:

It was Jambhavan who reminded Hanuman about his powers when they were talking baput how to cross the ocean to reach Lanka. Hence, Jambawan could have done so. But, he might not have conquered since Vaali has the inherent power of acquiring the opponents’ powers when he confronts them eye-to-eye.
